China Health Promotion Foundation Launches National Public Welfare Project for the Prevention and Treatment of Senile Dementia
On November 18, 2025, the China Health Promotion Foundation formally issued the "Decision on Organizing the 'Health Promotion Hand-in-Hand-Public Welfare Campaign for Dementia Prevention and Education in the Elderly'" (Document No. 8 [2025]), announcing the nationwide launch of a public welfare project for dementia prevention and education in the elderly starting in 2025.
This initiative aligns with the core requirements of the National Action Plan for Responding to Senile Dementia (2024–2030). Through three key actions-public science education, professional training, and academic exchange-it aims to comprehensively enhance society's scientific understanding of senile dementia and early intervention capabilities, thereby addressing the public health and social challenges posed by senile dementia in the context of an aging population.
As China's population ages rapidly, the incidence of dementia and related cognitive disorders continues to rise, becoming a significant issue that impacts the quality of life for the elderly and increases the burden of family caregiving. This public welfare initiative centers on four core objectives: enhancing awareness, promoting early screening and treatment, providing scientific care, and fostering a dementia-friendly community.
To achieve these goals, three key actions have been launched:
1. Community Outreach for Elderly Populations: The foundation will commission authoritative experts to develop accessible educational materials. Through community lectures, online courses, informational brochures, and media campaigns, these resources will disseminate knowledge about the causes, symptoms, prevention strategies, and scientific management approaches for dementia in older adults. This initiative aims to eliminate stigma surrounding the condition and reinforce public awareness of the importance of "early detection, early diagnosis, and early intervention."
2. Specialized Training for Frontline Medical and Care Personnel: Targeted at staff in community health centers, township hospitals, and elderly care facilities, this initiative provides systematic training in cognitive screening techniques, early intervention methods, standardized diagnostic protocols, and care skills to enhance professional service capabilities at the grassroots level.
3. Advancement of Academic Exchange in Professional Fields: Organize dementia prevention and treatment seminars based on project outcomes, bringing together experts and practitioners from clinical, research, and public health sectors. These forums will facilitate the sharing of practical experiences, exploration of prevention pathways, and promotion of research translation, thereby contributing to the establishment of a comprehensive cognitive health management system spanning the entire lifespan.

The China Health Promotion Foundation will spearhead the nationwide rollout of ADDS cognitive impairment screening devices powered by AI-brain-computer interface fusion technology. These devices will be deployed in cognitive function clinics, memory clinics, and geriatric departments of top-tier hospitals. geriatric departments. The initiative will also extend to community health centers and elderly care facilities, offering free or low-cost early screening services for individuals aged 60 and above. By integrating questionnaire assessments with electroencephalogram (EEG) data analysis, the system reveals the complexity of the brain's information reception and processing activities, thereby determining cognitive function status and enabling precise diagnosis of cognitive impairment and early risk assessment.
Simultaneously, the ADTS (Memory Impairment Training System) is being promoted. This device utilizes non-invasive brain-computer interface technology, enabling users to control specialized intelligent rehabilitation games through brainwave-driven commands, thereby achieving self-optimization of brainwave patterns. Training targets multidimensional improvements in attention, memory, calculation, orientation, language, and comprehensive abilities. This effectively enhances EEG complexity and approximate entropy, activates cortical neurons, and prevents further memory decline and brain dysfunction. It provides personalized, intelligent cognitive training guidance for high-risk populations (such as the elderly, those with family history, and patients with hypertension or diabetes), dynamically adjusting training protocols to precisely delay cognitive decline.

The Foundation will establish a "National AD Early Screening Data Platform" to integrate questionnaires and EEG data collected by screening devices nationwide. This platform will enable real-time data reporting, risk-tiered alerts, and the creation of case files for high-risk individuals, who will be incorporated into follow-up monitoring and intervention systems. It will also synchronize with ADDS memory training data to form a closed-loop management system encompassing "screening-assessment-training."
To ensure project implementation and effectiveness, the China Health Promotion Foundation will establish a Project Steering Committee and Expert Advisory Group to coordinate planning, supervision, and execution. It will also collaborate with local governments, medical institutions, community organizations, and social entities to form a united front, driving nationwide implementation of this public welfare initiative. The Foundation stated that through this multi-stakeholder "hand-in-hand" collaboration, it will effectively expand screening coverage for high-risk populations, improve patients' quality of life, alleviate burdens on families and society, and provide support for building an age-friendly environment for dementia care.
